Dr. Agnes Baluka Massajja, a seasoned sports administrator and Deputy Chief of Sports at Busitema University, has stepped into the national spotlight with a manifesto full of fresh ideas for the future of university sports.
On Friday, September 26, she will contest for the presidency of the Association of Uganda University Sports (AUUS), seeking to succeed Peninah Kabenge Aligawesa, who is stepping down after two decades of transformative leadership.
Baluka, one of only two candidates for the top seat, faces Kyambogo University’s George Wagoogo in what promises to be a defining moment for Uganda’s university sports.
“My manifesto is rich with workable ideas to better university sports in Uganda,” she said while unveiling her plan.
“I intend to create more competitive competitions, attract sponsors and partners, and execute programs that will elevate our athletes to continental and international standards.”
Her blueprint focuses on sustainability and inclusivity. By drawing private sponsors and strengthening ties with the National Council of Sports (NCS) and the International University Sports Federation (FISU), Baluka envisions a system where universities no longer struggle to finance competitions or prepare athletes for global championships.
She also pledges to professionalize event management so university tournaments match the excitement and organization of national leagues.
The AUUS elective assembly, set for Uganda Christian University (UCU) in Mukono, comes at a pivotal time.
With Kabenge leaving office after twenty years of groundbreaking service, stakeholders are eager for leadership that can both honor the past and drive the next phase of growth.
Baluka believes her experience at Busitema University where she has led programs that blend academic rigor with athletic excellence has prepared her for that challenge.
Other key positions, including General Secretary and regional representative roles, will also be decided.
But all eyes will be on the presidency, a four-year mandate running from 2025 to 2029, and on whether Baluka’s ambitious vision can win the confidence of delegates from across Uganda’s universities.
If elected, she promises to maintain Uganda’s strong presence in regional and international championships while transforming AUUS into a magnet for talent, sponsorship, and innovation.
“This is our moment to reimagine university sports,” she said.
“With unity, creativity, and solid partnerships, we can raise the bar higher than ever.”
