In compliance with Section 12 of the National Sports Act, the National Council of Sports (NCS) published all applications in the Uganda Gazette on 23rd June 2025, inviting members of the public to lodge objections. Twenty objections were subsequently received against eight applicant organizations.
The objections primarily related to leadership legitimacy, governance disputes, statutory district representation and national spread, financial accountability, pending court proceedings, the exclusion of stakeholders, and alleged procedural irregularities in constitutional amendments and office tenure.
To ensure an objective assessment of all applications, the NCS undertook a comprehensive registration exercise comprising both a preliminary desk review and a nationwide physical due diligence exercise conducted between 23rd and 27th June 2025 across 115 districts.
The exercise verified each sport’s geographical spread, participation levels, governance structures, physical office locations, and compliance with the statutory requirements prescribed under the Act and Regulations.
Following the Board’s approval of the preliminary findings, the NCS communicated identified compliance gaps to all applicant National Sports Organizations (NSOs) and granted them five working days to remedy the deficiencies and submit additional information.
Forty-two of the 45 applicants responded by providing additional documentation and clarifications. Three organizations, the Scrabble Association of Uganda, VX Uganda, and the Uganda Handball Association did not respond.
The NCS subsequently prepared 37 Final Registration Reports for applicant organizations that were not affected by objections, evaluating their compliance with the Act and Regulations and recommending whether they qualified for registration.
To ensure consistency and objectivity, from 23rd to 27th June 2026, the NCS verified whether each applicant NSO had satisfactorily addressed the previously identified governance, operational, and statutory compliance gaps before preparing final registration reports for consideration by the NCS Board.
The review established that 11 National Sports Organizations had fully complied with the requirements of the law. These are: Netball Uganda, Pool Association of Uganda, Federation of Uganda Football Associations, Uganda Dance Sport Federation, Badminton Uganda, Uganda Athletics, Uganda Chess Federation, Uganda Table Tennis Association, Uganda Tennis Association, Uganda Boxing Federation, and Federation of Uganda Basketball Association.
